Four rules that shape the rest

A wrong score is worse than no score

Clients act on this. An inflated number costs someone a submission window, so every design decision favours being checkable over being reassuring.

Findings first, the number last

Evaluators must record what they found and how severe it is before deriving a score, and a score that contradicts its own findings is rejected and re-run. That check is code, not an instruction in a prompt.

No finding without a citation

A finding that does not point at a specific place in your proposal is dropped before it can affect anything. It is the cheapest possible defence against a confident, invented criticism.

Never a black box

Every score traces back to cited evidence and a stored, versioned marking scheme. A report from six months ago stays explainable after the system has changed underneath it.

Stated here rather than discovered later.

Marking schemes await confirmation

Each is transcribed from a published evaluation form, but until a person has confirmed a given one against the current form on the Funding & Tenders Portal, every report produced with it says so and asks you to treat the scores as indicative.

Agreement with real panels is unmeasured

Measuring it needs real Evaluation Summary Reports for proposals with known outcomes. Until that dataset exists, we can show that the system is consistent and evidence-bound — not that it agrees with a Brussels consensus meeting.
